The North Korean envoy also took issue with recent joint exercises between Washington and Seoul, including those held last August and sea trials involving the nuclear-powered aircraft carrier U.S.S. Ronald Reagan last month.

The North Korean representative defended Pyongyang's right to have weapons as stipulated in the UN charter and a means of self-defense to counter "egregious" US hostility.

"Under such unavoidable circumstances, we are forced to decide to hold military exercises under the simulation of a real war at different levels to check and improve the reliability and combat power of our state's war deterrence and send a strong reaction warning military to the enemies," he explained.
